A number of questions related to realization of the delegated part of competences by municipal district were discussed in the Ministry of Justice of the Republic of Tatarstan

Yesterday, on 17th, September, 2012 a meeting was held in the Ministry of Justice of the Republic of Tatarstan. A problem of sequencing methods of distinguishing normatives to define gross value of subventions granted to municipal district for realization of the delegated part of competences to solve problems of local importance was discussed.

Representatives of the Administration under the President of the Republic of Tatarstan, Office of Public Prosecutor of Tatarstan, Ministry of Finance of Tatarstan, Center for economic and social investigations under the Cabinet of Ministers of the Republic of Tatarstan took an active part in the meeting. The meeting was presided by the Minister of Justice of the Republic of Tatarstan M. Kourmanov.

Entering upon the duties listed in the chapter 1.4.9. of the list of measures under the Complex Republican Anti-Corruption Program for 2012 – 2014 time period approved in declaration issued by the Cabinet of Ministers of Tatarstan (August,18, 2011, no. 687), draft version of the draft version of agreement concerning transferring part of the competences to settle problems of local importance and the project of regulations establishing clear picture of interaction between self-government institutions in rural areas and local self-government units to put into effect an agreement about transference of part of the competences to regulate matters of local importance.

Both of the projects went through a legal expertise in the Office of Public Prosecutor of the Republic of Tatarstan and deserved positive appraisal. A methodological project of volume calculation for subventions granted to municipal district to realize the transferred part of competences to combat corruption was prepared by the Center for economic and social investigations under the Cabinet of Ministers of the Republic of Tatarstan. As a result of the meeting all the ministries and departments with an interest in the matter, each of which took a serious part in draft agreement edition came up to consensus as for established methods.
