About the organization of work to guarantee precaution of breaches of law in Bugulminskiy and Yutazinskiy municipal districts of the Republic of Tatarstan

In accordance with the assignment given by Deputy Prime Minister of Tatarstan, Chairman of the Governmental Commission of the Republic of Tatarstan A. Safarov for preventing measures to avoid breaches of law working group of the Governmental Commission of Tatarstan for preventing measures to tackle with law-breaching led by the Minister of Justice of Tatarstan M. Kourmanov organized complex checks as regards investigation of work organization process to avoid breaches of law  while on visit to Bugulminskiy and Yutazinskiy districts respectively.

In the process of the aforementioned events execution of the Complex Program to ensure   deploying sufficient measures to avoid breaches of law in the Republic of Tatarstan as for 2011 – 2014 time period by institutions of local government together with activities’ organization of self-government institutions to prevent measures to combat alcoholism and drug-consumption has been checked. Members of working group, comprised of representatives from different ministries and other governing bodies, have studied optimization of work organization process to prevent breaches of law in municipal districts as for separate tracks of activities.

In compliance with the Law of the Republic of Tatarstan accepted on December, 30, 2005, no. 144, “On extending state powers of the Republic of Tatarstan to establish and organize operations of administrative commissions to institutions of self-governance under municipal and state districts” specialists of the Department for organizing reciprocity with self-government units on law matters under the Ministry of Justice of Tatarstan have carried out a supervising check on operation of administrative commissions of the above regions. In the course of carrying out this check the Department specialists have investigated operation organization for self-governance bodies for carrying out anti-corruption expertise municipal normative law acts and their draft versions in both Bugulminskiy and Yutazinskiy districts.

As a result of these checks all the accumulated information was discussed. Deputy Minister of Justice of Tatarstan – Head of the Department to ensure interaction with self-governance units M. Ibyatov and head of department for interaction with executive branch bodies of the republic and self-governance units under Ministry of Internal Affairs in Tatarstan N. Kotikova took part in final discussion. Institutions of self-government were provided with legal aid. There were given sufficient recommendations to eliminate present drawbacks in work with subjects of precautions.

Also, to help local population with legal aid, personal reception was organized by Deputy Minister – Head of the Department M. Ibyatov.
