Training for specialists in the Department for organizing interaction with self-governance units on legal questions in the Ministry of Justice of Tatarstan

Influx of young specialists into the branch for building reciprocity with self-governance units on legal questions under the Ministry of Justice of Tatarstan and also an expansion of a range of directions to exercise legal support for bodies of self-government in operation, constant changes in legislation have driven a necessity to organize systematic training course both for new-comers and those acting upon in the Department. The management of the Ministry has taken a decision about organization of studies with specialists of the Department as for questions concerning local self-government, which are part of competence for those branches on providing legal support for operation of local self-government bodies, analytical and normative-methodical work, legal provision and control of self-government units in particular spheres of operation.
The first training session took part September, 24. It was prepared and guided by the staff of branch for providing legal support for operation of local self-government bodies of the Department. The problem of self-government bodies involvement in precaution of terrorism and extremism was raised as well as minimization and (or) liquidation of consequences that stem from terrorism and extremism within the limits of municipal formations.
A detailed discussion of topical problems took place during training, normative-legal base was outlined, competences of municipal bodies in compliance with Federal Laws adopted October 6, 2003, no. 131 and March 6, 2003, no. 35, “About common principles of organization of self-governance in Russia” and “On combating terrorism” were studied, a number of questions on which specialists of the Department can provide self-governance bodies with legal aid as for deployment of legal action towards combating terrorism and extremism were discussed.
Department plans to use the form of training seminars in future.
According to the draft federal law «On Amendments to the Federal Law «On Insolvency (Bankruptcy) », a new mechanism for the sale of debtors' only residences during bankruptcy proceedings is planned.
The Ministry of Justice of the Republic of Tatarstan participated in a job fair for law graduates. Leniza Galeeva, Leading counsellor of the staff department and government service, held consultations for approximately 40 interested students.
A meeting was held at the Ministry of Justice of the Republic of Tatarstan to discuss the implementation of the automated information system «Kodeks» by the republic's public authorities. The meeting was chaired by Deputy Minister Mukharryam Ibyatov.
