Training organized for municipal formations’ juridical service employees

On 28th September, 2012 Ministry of Justice of the Republic of Tatarstan carrying into effect the 6th point of the Protocol for meeting with President of the Republic of Tatarstan (no. 37, 15th September, 2012) organized training session for municipal formations’ juridical service employees in the republican Ministry of Culture building’s meeting hall. This event is coordinated by the President of Tatarstan R.N. Minnikhanov and supported by the Prime Minister I. Sh. Khalikov.

Training aims at improving responsibility and professionalism of municipal formations’ juridical service employees in their field.

Unlawful building of multi-storey buildings on land areas allocated for building individual real estate has become the meeting’s “opening clause”. Participants of the seminar were greeted by Minister of Justice of Tatarstan M. Kourmanov. He informed the listeners about topicality of event and suggested them to be more involved into discussion of the matter. Specialists of ministries and bodies, Prosecutor’s Office of Tatarstan, Supreme and Arbitration Courts of the Republic of Tatarstan, professors of juridical higher education institutions took part in discussion.

Practically every report came to be thought-provoking and interesting. Speakers were overwhelmed with questions. After Prosecutor’s Office representative made a report, heated debate began on the matters related to self-government units’ interaction with the structures of Prosecutor’s Office as regards coordinated approach to stop unlawful building of multi-storey buildings on lands designated for individual real estate building. Reports delivered by Mikhail Chelyshev (head of the civil and business right department, Kazan Federal University), Roman Shkalikov (deputy chief of court practice analysis and generalization unit, Arbitration Court of the Republic of Tatarstan) and other speakers proved to be very informative.

The listeners asked all the speakers to present PowerPoint slides. Suggestion to compile proceedings with further practical usage has been supported. Next seminar is scheduled for this October’s last Friday. The deadline of 15th October is set for municipal formations to provide the Ministry with list of desired agenda items for the next trainings.
