About the meeting of Interagency coordination committee on legal matters

Another extended meeting of the Interagency coordination committee on legislative matters was organized on 20th of October, 2012. It was held in chamber hall of the Cabinet of Ministers of the Republic of Tatarstan.

Nine issues were investigated during the meeting. First deputy chief of the Kazan city executive committee R.K. Nigmatullin spoke about necessary amendments for materials of informative and analytical character that characterize state of land tax payment. Also Mr. Nigmatullin reported about additional measures to improve this tax’s collection and on the status of official note’s draft. This official note is addressed to the President of the Republic of Tatarstan R.N. Minnikhanov and it goes about the support of Kazan in complex investigation of those problems connected with establishment of cadastre cost for lots of land. Also the above spokesperson told the audience about trials aimed at disputing cadastre costs for land lots in Kazan and on revision of court rulings.

An issue on organizing monitoring activities on the state of law cases and the measures which are authorized by Ministry of land and property relations of the Republic of Tatarstan for pre-trial and legal regulation of cases on disputed land lots was raised by head of appraisal unit under the above ministry ( then – MLPR) L.G. Shvetsova. L. Shvetsova reported the results of an analysis of the composition and essence of classifieds on land tax’s reduction. Also she spoke on the measures taken by MLPR towards this end.

Deputy head of the Federal anti-monopoly service board in the Republic of Tatarstan A.V. Beryozkin made a speech on the possibility of subjection to liability of those who placed proposals on lowering cadastre cost for land lots and land tax reduction in the media.

Also the draft version of instruction by the Cabinet of Ministers of the Republic of Tatarstan aimed at strengthening control for low-rise small apartment building was considered in the meeting. This draft instruction was initiated by the Ministry of building, architecture and housing of the Republic of Tatarstan. It was decided to send it back for revision.

There were three draft laws submitted to Interagency coordination committte. Examination of two draft laws “On amending separate law acts of the Russian Federation” and “On amending Article 26 of the Federal Law “On fishery and preservation of water biological resources” is postponed till the analogical legislative initiative by the Legislative assembly of Vologda Oblast’ in the State Duma of the Russian Federation is held.

Draft version of federal law “On amending Criminal code of the Russian federation” was approved and recommended by its authors for submission to the Cabinet of Ministers of the Republic of Tatarstan.
