Seminar for juridical services at municipal formations of the Republic of Tatarstan on the issue of disputing the results of defining cadastre costs for land lots

A seminar was held on October 23, 2012 in chamber hall of the Ministry of Culture of the Republic of Tatarstan. Its target audience was the staff at municipal formations’ juridical services. The topic for discussion revolved around disputing the results of defining cadstre costs for land lots. Ministry of Justice of the Republic of Tatarstan together with Council for municipal formations of the Republic of Tatarstan with an aim to execute Point no. 6 of the Minutes of the meeting with the President of Tatarstan (15th of September, 2012; no. 37-pr).
Representatives of Public Prosecutor’s Office, Court of Arbitration of the Republic of Tatarstan, Russian inventory organization board in Tatarstan (then – Rosreestr), FGBU “Federal cadastre chamber under Rosreestr” in Tatarstan, Ministry of land and property relations of the Republic of Tatarstan, Ministry of Justice of the Republic of Tatarstan, tutors from Kazan(Volga Region) Federal University took part in the seminar.
Here is the list of questions having been debated in that seminar: a) points related to disputing cadastre costs for land lots; b) role of public prosecutor’s bodies in cadastre appraisal for land lots; c) main aspects of judicial practice, that deals with settling the disputes to establish cadastre cost for land lot taking at the rate of its market cost; d) peculiarities stemming from investigating lawsuits that are connected with state appraisal of lands in the Republican court of Arbitration.
Every report delivered evoked interest on the part of the listeners, in the course of that speeches issues on adequacy among cadastre and market costs, disputing cadstre cost in court, report expertise on defining cadstre cost for land lots of corresponding categories of land, mechanisms of taxation were looked into in detail.
The date for another seminar is arranged to be November 30, 2012. The topic for the discussion will be organization and execution of municipal control by self-government bodies.
