Justice Minister M.m. Kurmanov introduced the two bills at the meeting of the State Council of the Republic of Tatarstan

At the November 29, 2012 35-th meeting of the Council of State of the Republic of Tatarstan of the Fourth Convocation, Justice Minister of the Republic of Tatarstan M. Kurmanov presented a draft federal law on amendments to article 12.15 code of the Russian Federation on administrative offences ", developed in order to strengthen administrative liability for violation of the location of the vehicle on the carriageway, passing oncoming traffic, or traffic on the sides or organized transport or pedestrian crossing columns or for a place in it and the movement of the bicycle or pedestrian paths or on sidewalks, in violation of the highway code movement.
The bill drawn up by the Cabinet of Ministers of the Republic of Tatarstan for the Council of State of the Republic of Tatarstan in the legislative initiative to the State Duma of the Russian Federation.
The draft law approved by deputies and submitted to the State Duma of the Russian Federation. The Minister of Justice M.m. Kurmanov appointed to represent the said Bill to the State Duma.
On the same day the deputies considered the draft law of the Republic of Tatarstan on amendments to articles 3 and 4 of the law of the Republic of Tatarstan "on the municipal register of normative legal acts of the Republic of Tatarstan", also submitted to the Minister of Justice M.m. Kurmanovym.
A Bill is due to transition from paper-based to electronic to improve interaction between structures at various levels.
