The results about the legal education of citizens and the provision of legal aid

Noting the significant contribution to the legal awareness of the population and the rule of law the General Prosecutor of Russian Federation, the Order of 3d of  December 2012 awarded Chairman of the Tatarstan regional branch of the Association of Lawyers of Russia, and also awarded the Minister of Justice of the Republic of Tatarstan M.M.Kurmanova the Certificate of Merit of the General Prosecutor of Russian Federation. 

On the gala event, a professional holiday of prosecutors, which held on 11 January 2013, prosecutor of the Republic of  Tatarstan  K.F. Amirov  presented  the Certificate of Appreciation to the Minister of Justice of the Republic of Tatarstan M.M. Kurmanov.

Since January 1, 2013 will come into force the Law of the Republic of Tatarstan "On providing free legal aid in the Republic of Tatarstan."

Before the enactment  of socially important law in the Republic of Tatarstan was created a legal basis for the organization of a comprehensive work on legal education of citizens living in the country and providing them with free legal assistance.

Consecutively was enactment the edict of President of the Republic of  Tatarstan of 22.03.2010 "On measures to develop the system of legal aid and legal awareness of the population in the Republic of Tatarstan" and in 2011 the resolution by the Government of  22.04.2011 approved long-term program on legal education of the population and the provision of legal assistance to citizens in the Republic of Tatarstan in 2011 - 2013 years.

Based on this legal framework, the Ministry of Justice of the Republic of Tatarstan jointly with the regional office of the Association of  Lawyers of  Russia launched a new pilot project in the form of a mobile information and advisory group to provide free legal assistance to residents of rural areas.

Group (with varying personal composition) includes experts from ministries of Justice, Land and Property Relations; Health; Education and Science; Construction, Architecture and Housing of the Republic of  Tatarstan; also Council of Municipalities, the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, the Federal Tax Service, the Pension Fund of the Republic of Tatarstan, and the Bar of the Chamber of Notaries of the Republic.

By supporting this initiative, the President of Tatarstan Rustam Minnikhanov allocated to regional offices of the Association of Lawyers special transport: three buses "Fiat Ducato".

In 2011 were organized field meetings with professionals information and consulting groups in five municipalities of the Republic and were  provide expert legal assistance to 288 residents of rural areas. In 2012, on 7 such trips, during which granted legal aid 412 residents of 14 rural villages in 7 districts.

 

 

This project to provide free legal assistance to people in rural settlements mobile information-consulting group received approval from the Russian Association of Lawyers and recommended to other regional offices.

Social project "resocialization of convicts" provides legal assistance to persons in places of detention. Creation and development project was initiated by the Ministry of Justice in cooperation with Tatarstan regional branch of the Association of Lawyers of Russia in close cooperation with the Office of the Federal Penitentiary Service of Russia for the Republic of Tatarstan. The main objective of the project - preparing prisoners to adapt to civil society (resocialization).

Last year was organized two methods:

 

In which 34 prisoners who need qualified legal assistance, met with the specialists from the Federal Migration Service of the Republic of Tatarstan, the Pension Fund, lawyer and notary public, invited to the meeting on the basis of a preliminary study of applications of convicts.

Since 2011, the Association of  Lawyers of  Russia conducts a quarterly all-Russian one day of free legal aid.  As part of this project, the Ministry of Justice of the Republic of Tatarstan with Tatarstan regional branch of the Association of Lawyers of Russia organized by the reception of the population in each metropolitan area based on the local branches of the party "United Russia", the reception of the President of Russia in the Republic of Tatarstan, the public reception of the President of the Regional Party "United Russia"  D .A. Medvedev, public reception of the Presidential Plenipotentiary Envoy to the Volga federal District in the city of Naberezhnye Chelny, in 13 centers of free legal aid to the population of the Tatarstan regional branch of the Association of Lawyers of Russia. All involved in the days of taking 60 points of reception of citizens.

Summing up the year on legal aid in 2012, legal aid received in 2533 a citizen of the republic.

Developing one of the priorities of the Russian Association of Lawyers - Legal education of the population, the young wing of the Tatarstan regional branch Russian Association of Lawyers also implements projects aimed at improving the legal culture of citizens, fight legal nihilism and legal education of young people.

In particular, members of the Young Lawyers Association at the regional office implemented at schools is a unique project of the Association of Lawyers of Russia "School of law" and to participate in the project Kazan Federal university "Children's University".

First trip participants "Law School" in a rural area was on the 1 of September 2011., in the Day of Knowledge. Legal hours passed in 5 schools Kamskoe Ustinsky region, covering legal educational program 250 students and teachers of the district. In 2012, under the "Law School" young  lawyers also held legal hours at 14 schools in Kamskoe Ustinsky region. In the sponsored school Vakhitovsky district of Kazan project participants carry out activities on legal issues, in conjunction with the International Day against Corruption, the Constitution and the Constitution of the Republic of Tatarstan, and in preparation for the student Universiade - 2013 - conduct explanatory work among the youth prevention terrorism and extremism.

Supporting creativity and interest in students to fight corruption manifestations, the members of the Council of Young Lawyers summed up the contest of social advertising on an anti-corruption theme in the Lyceum and the winner, awarding of which on behalf of the Association of Lawyers of Russia will hold the chairman of the Tatarstan regional branch Ayur, Justice Minister M. Kurmanov. In addition, the author's work "Miss corruption" student class 11b Ivanyushkinoy Pauline, who became the winner in the nomination "The best propaganda poster" with the personal consent of the author will be used as public service announcements aimed at forming a negative attitude towards corruption, on the Ministry of Justice, as well as the information stand of the Ministry.

Experience in the anti-corruption theme in the sponsored school № 5 Vahitovskiy district of Kazan Council of Young Lawyers spreads in secondary schools in Kazan and the Republic. Since 2012 young wing Tatarstan regional branch Association of Lawyers of Russia involved in the project, Kazan Federal University, "Children's University", providing legal assistance to both parents of children attending the "Children's University" and introducing the basics of legal literacy of the children themselves.

During the year, in the social-legal journal "Law and Life" legal education focused on the heading "Questions-answers", the material for which was prepared on the basis of items taken from the public reception of information and legal groups in the municipal area of the country.

As part of the measures to improve the legal awareness of the population and the development of modern computer technology of video from 2011, along with traditional public reception, in the Ministry of Justice use remote reception (videoconference) for organization of citizens.

During 2012, the minister held seven receptions in the videoconference, during which were taken 58 people. Range of questions that are answered  by the minister, is diverse. The answers to these questions are given with reference to the law and legal practice. Given the relevance of many of the issues raised during the video input, the Ministry of Justice post questions and answers on the website of the Ministry in the "Frequently Asked Questions".
