The annual meeting of the Ministry of Justice of the Republic of Tatarstan

Today, 25 January 2013, was an expanded meeting of the collegium of the Ministry of Justice of the Republic of Tatarstan. In collegium attended by Deputy Prime Minister of the Republic of Tatarstan A. A. Safarov. The Minister of Justice M.M.Kurmanov made a statement with the main report "Results of the Ministry of Justice of the Republic of Tatarstan in 2012 and tasks for 2013". He informed the the collegium about the main activities of the Ministry, one of which is to coordinate the regulatory work of the executive bodies of the Republic of Tatarstan, also about the law and anti-corruption expertise coming to the Ministry of draft regulations.
In particular, in 2012 were provided the organization and coordination of standard-setting and 100% implementation of the plan of legislative activities of the Cabinet of Ministers of the Republic of Tatarstan in 2012. Decree of the President of the Republic of Tatarstan "On the monitoring of law enforcement in the Republic of Tatarstan" the Ministry is determined by the authorized body of the organization and coordination of the implementation of the executive power of the Republic of Tatarstan, monitoring of enforcement in the Republic of Tatarstan.
In 2012, the Ministry was prepared and submitted to the Ministry of Justice of Russian Federation a draft report on the monitoring of enforcement, carried out in 2011 on the most important areas of activity.
Participants of collegium were informed of the work of the Ministry to implement the orders of the President of the Russian Federation of 18.03.2011 № 158 "On the organization of work on the incorporation of legal acts of the USSR and the RSFSR or their individual provisions in the legislation of the Russian Federation and on the recognition of such acts invalid in the Russian Federation".
In order to incorporate the legal acts of the USSR and the RSFSR to the legislation of the Russian Federation and (or) the recognition of non-performing in the Russian Federation in 2013, is planned to work on making a list of the aforementioned acts adopted since 1960. In addition, due to the incorporation of the legal acts of the USSR and the RSFSR to the legislation of the Russian Federation and (or) the recognition of non-performing acts of the Russian Federation, the Ministry will require the adoption of measures to bring the regulations of the Republic of Tatarstan in line with the legislation of the Russian Federation.
The Minister spoke about the work related to the legal security of anti-corruption. In order to improve the organization and conduct of anti-corruption expertise of legal acts and draft regulations drafted by the Ministry draft resolution of the Cabinet of Ministers of the Republic of Tatarstan, which has received a new order of the anti-corruption expertise of individual regulations and their projects (resolution of Cabinet of Ministers of the Republic of Tatarstan of 01.06. 2012 № 461).
In 2013, was provided training sessions on the topic "Organization of anti-corruption expertise of legal acts and draft laws and regulations" for the officials of the executive power of the Republic of Tatarstan and the local authorities responsible for carrying out anti-corruption expertise of legal acts and draft regulations . The Ministry is currently actively involved in the legal education of citizens. Together with the Tatarstan regional branch of the Association of Lawyers of Russia organized work mobile points of legal aid, which allows consultants to get to the most remote villages, and villages and solve legal problems of citizens.
For the organization of a comprehensive work on legal education of citizens and provide them with free legal aid in the country was a legal basis: Decree of the President of the Republic of Tatarstan "On measures to develop the system of legal aid and legal awareness of the population in the Republic of Tatarstan", approved by the long-term program for legal public education and legal assistance to citizens in the Republic of Tatarstan in 2011 - 2013 years. Based on this legal framework, the Ministry in conjunction with the regional office of the Association of Lawyers of Russia started a pilot project in the form of a mobile information and advisory group to provide free legal assistance to residents of rural areas. Information and advisory group (with available personally composition) includes professionals of 12 ministries and departments.
In 2012, were 7 trips, during which was provided legal assistance to citizens: Kukmorsky, Spassky, Cheremshansky, Mamadysh, Alexeyev, and Jutazinsky Rybnoslobodskii areas. Project to provide free legal assistance to people in rural settlements mobile information-consulting group received approval from the Russian Association of Lawyers and recommended to other regional offices.
Minister of Justice presented the information to the collegium members on the steps taken to create the necessary conditions for the implementation of justice by magistrates of the Republic of Tatarstan. Cabinet of Ministers of the Republic of Tatarstan from 20.09.2012 № 778 approved the long-term target program "Development of the Institute of Global Justice in the Republic of Tatarstan for 2013 - 2015." On program activities for three years will be allocated 185 million 839.6 thousand rubles.
The program can help with programming methods such important issues for the global justice in the Republic of Tatarstan such as:
- Provision of appropriate conditions in the offices of Judicial Districts, including overhaul and maintenance;
- Securing a World court judges;
- Creating the conditions for the use and development of information and communication technologies in the world of Justice;
- To improve and strengthen the optimal logistics magistrates and their staffs;
- Facilitating the training of magistrates and their employees.
The expected outcomes of the Program should be identified: increasing the number of rooms Judicial Districts, which underwent a major renovation and the current 13 to 51, increasing the number of offices of the judicial areas in which increased levels of technical strengthening, counter-resistance and fire prevention from 27 to 41, equipment on primary health care and personal assistance 70 points judicial areas, provision of computer and office equipment, the direction to the course on the world's 63 judges each year.
The Ministry had done the work of introduction notice of participants in the proceedings through SMS messages in case of consent of the person to be notified in this way. Currently was distributed to more than 13,000 SMS messages and with each month the number of those wishing to use this service increased on average by 20%, indicating that the demand for this service, in addition, leads to significant cost savings to the mailing list.
An important activity of the Ministry is the organization and management of the register of municipal regulations of the Republic of Tatarstan. To date, only a register includes more than 35,000 documents. As a result of the Ministry of Justice in 2012, due diligence municipal acts were found in 1020 acts contrary to law, that amounts to 24% (almost 1/4) included in the Register of acts.
Ministry of Justice developed on a draft law of the Republic of Tatarstan by allowing the acts registered on a special website of the Ministry of Legal Information. In turn, the Ministry of Information and Communications is engaged in study of the technical side of the issue according to the Ministry of Justice directed the technical task. The adoption of this measure would significantly reduce the cost of executive bodies of publication in newspapers of the country.
In his speech, the Minister spoke about the work of the Ministry, related to the control over the implementation of the Integrated Republican anti-corruption program for 2012 - 2014, approved by the Cabinet of Ministers of the Republic of Tatarstan from 18.08.2011 № 687 (as amended). Organized by the Ministry of monitoring the implementation of the program with quarterly updates and posting on the website of the Ministry of the results, that the work program with the performers.
In 2012, was audited in 12 of the Program of the executive bodies of state power of the Republic of Tatarstan (100% of the assigned tasks) and in 18 municipal districts (150% of the selected reference.) Information on the results of inspections posted on the website of the Ministry in the form of certificates in the "Anti-corruption" as well as in a tape of news Ministry.
Conducted quarterly analysis of the information provided by ministries, departments and local authorities - of the programs, as well as the current actual situation, and based on them to prepare reports on the execution of the program. Report on the implementation of the Program of once every six months shall be addressed to the Prime Minister of the Republic of Tatarstan I.S. Khalikov.
Program performance information in tabular format posted on the website on a quarterly basis is summarized and of the Ministry in the Internet in the section "Anti-Corruption". Course of execution of the annual program is discussed at the enlarged session of the Ministry in a videoconference with municipalities and with a wide range of stakeholders, the media and the public. In addition, problems related to the execution of the Program are often discussed at seminars, meetings, video conference with municipalities.
The speaker noted that in 2013, during the control measures should pay attention on the implementation of new of the new implementing tasks and activities, that were introdused in the program by the Cabinet of Ministers of the Republic of Tatarstan on August 17, 2012 № 713.
In April 2012 the Ministry has additional functions (powers) of the founder of the state budget of the Republic of Tatarstan institution "Center of detention of foreign nationals and stateless persons to be deported or administratively expelled from the Russian Federation."
So the agency is created, its charter is approved and registered in the prescribed manner.
Nowadays also is going the work on organizational and logistical support of the Center.
On the collegium were also Sh.Sh.Yagudin, chairman of the State Council on law and order; R.A.Sharifullin, Deputy President of the Supreme Court of the Republic of Tatarstan; T.V.Zabegina, Vice Chairman of the Public Chamber of the Republic of Tatarstan; S.V.Osyanin, deputy head of the municipal district Verkhneuslonsky Republic of Tatarstan; M.H.Fatyhov, head of the Prosecutor's Office Tatarstan.
In closing, the Deputy Prime Minister of the Republic of Tatarstan A.A.Safarov concluded the work of the collegium meeting, noting that the work of the Ministry in 2012, inspires confidence that the legal support of the executive authorities will be to continue with the necessary efficiency, and outlined tasks of the Ministry in 2013.
On the collegium were also involved officials from ministries and other executive bodies of the Republic of Tatarstan, who are responsible for the implementation of legislative and other normative activities, federal district judges of the Republic of Tatarstan and the employees of the magistrates of the Republic of Tatarstan, the members of the Public Chamber of the Ministry of Justice of the Republic of Tatarstan .
