Initiator and developer of the draft decree of the Government of the Republic of Tatarstan was the Ministry of Justice of the Republic of Tatarstan. Members of the public Council under the Ministry of Justice of the Republic of Tatarstan met in a regular meeting to discuss the draft State programme "development of the justice in the Republic of Tatarstan on the 2014-2020 period, the Ministry of Justice of the Republic of Tatarstan. Then, at the meeting of the public Council discussed the question of the inclusion of new Member-Kirill Nikolaevich Ponomarev – Chairman of the Board of the public Chamber of the Republic of Tatarstan on development of civil society institutions, Provost for institutional work of the Institute of social and Humanities, Director of the Kazan branch of the Russian International Academy of tourism, as recommended by the public Chamber of the Republic of Tatarstan. Having discussed the proposal of the public Chamber of the Republic of Tatarstan and the nomination, it was decided to include in the composition of K.N. Ponomareva.
