Integrated performance of the Republican anti-corruption program in 2012-2014 years in 1 half year 2013

Ministry of Justice of the Republic of Tatarstan shall oversee the implementation of a comprehensive national anti-corruption program in 2012-2014 years.
In this connection, the Ministry of compliance are the activities of the programme in municipalities and in the Executive branch of the Republic of Tatarstan, according to the schedule in the year 2013.
After half a year Of 2013 1 conducted field audits in 5 municipalities (Tulacinskom, Alekseevskom, Bugulminskom, Vysokogorsky, Sabinskoyu districts) and in 5 of the Executive Branch (the Ministry of land and property relations of the Republic of Tatarstan, the Ministry of construction, architecture and housing and communal services of the Republic of Tatarstan, the Ministry for youth, sports and tourism of the Republic of Tatarstan, the State Committee of the Republic of Tatarstan on tariffs, the Ministry of industry and trade of the Republic of Tatarstan).
In addition, representatives of the Ministry participated in the integrated activities for the provision of practical assistance in the implementation of anti-corruption measures in the Republican expert group on combating corruption in Kamsko-Ustinskom, Ceremsanskom, Mamadysskom, fish and Suburban municipal areas.
After six months of the year 2013 1, the quality of the implementation of the programme was improving. Positive dynamics is observed in sections of the official sites of "combating corruption".
The anti-corruption commissions and for compliance with the official conduct and conflict of interest included members of the public.
The work of the commissions in the 1 half-year increase, in some administrations established follow-up system commissions (for example, in the Bugul′minskom district, the Ministry of industry and trade of the Republic of Tatarstan). Information on their activities has become more open.
Despite the positive dynamics of the program execution, a number of activities in the 1 half of 2013 were not met or were not all performers program.
Not executed remains part of the activities.
In particular, the activities of the officials of the departments of human resources services executive bodies of State power and bodies of local self-government in the Republic of Tatarstan, responsible for prevention of corruption and other offences not implemented specialized computer programs.
Not all authorities and bodies of local self-government is carried out voluntary testing citizens entering the civilian public service (municipal) in the Republic of Tatarstan to determine their relationship to the manifestations of corruption.
The Republic has not adopted a regulation requiring persons employed in public (municipal) Office of the Republic of Tatarstan, the State (municipal) employees in receipt of their gift in connection with their official position. At the same time in several municipal districts and urban districts (for example, in the city of naberezhnye chelny) such acts elaborated and adopted.
The Ministry identifies innovative approaches in organization of anti-corruption efforts by authorities in the field.
1. in the area of Arskom is practiced by anonymous response system calls received in local authorities by publishing the responses to such requests in a local newspaper.
2. in the Aksubaevskom area in the framework of events dedicated to the international day against corruption, manufactured and distributed business cards with telephone numbers where you can report cases of corruption.
3. in the Bugul′minskom area of functioning public reception of the anti corruption Commission in Chapter Bugulminskogo of the municipal area, with weekly supervision of the anti-corruption Commission members (according to the approved schedule). In addition, in Bugul′minskom district of the anti-corruption organization acts adopted for monitoring the district and in the town of Bugulma, on the basis of which is the anti-corruption monitoring.
4. On site inspection of State construction supervision of the Republic of Tatarstan in the "anti-corruption" is an interesting and creatively decorated "Anti-corruption bulletin.
5. in the Hall of the Ministry of youth, sport and tourism of the Republic of Tatarstan is electronic broadcasting monitor anti-corruption videos.
6. in the Ministry of industry and trade of the Republic of Tatarstan, a voluntary survey of public servants on the implementation of the prohibitions associated with the passage of the civil service.
