To provide methodological and advisory assistance to local government Menzelinskogo municipal district of the Republic of Tatarstan

July 19, 2013 year specialists of the Department of organization of interaction with local self-government bodies on Legal Affairs and the Division of a single bank regulatory legal acts of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan left at Menzelinsky municipal district with the aim of providing methodological and advisory assistance to local governments.
As part of the event was held a workshop with the participation of the Deputy Head of the Executive Committee of the Menzelinskogo municipal area of I.T. Shagalieva, head of the organizational Department of the Menzelinskogo municipal district R.I. Saldaevoj, Executive Secretary of the Administrative Commission of T.V. Dokukinoj and other senior officials of the local government area.
During the retreat activities addressed topical issues that arise in the exercise of powers of local self-government bodies of the municipal area and settlements, its Member, the timely placement of senior officials of the local government municipal district municipal projects of normative legal acts on the official site. Attention of the leadership of the district was drawn to the need to conform with the legislation as the Charter and statutes of rural settlements.
Review of selected municipal regulations on the Organization and activities of the local self-government bodies (public hearings, citizens ' assemblies and referenda, the survey population, etc.) has shown that there is a need for amending the above-mentioned acts of changes that are caused by changes in federal law.
The Ministry investigated the activities of the Administrative Commission, which made recommendations to address deficiencies in the work. In addition, the inspection of the activities of the local self-government bodies for the implementation of the law of the Republic of Tatarstan in the first half of the year 2013. In this respect, advocates enhanced designated officials to develop protocols on administrative offences.
Also discussed the adoption of a municipal regulatory legal acts and their submission to the Ministry of Justice of the Republic of Tatarstan for inclusion in the register of the municipal regulations of the Republic of Tatarstan. Particular attention was drawn to the requirements of the law "on the municipal register of normative legal acts of the Republic of Tatarstan" on directions in the municipal regulations for inclusion in a register, as well as to bring it into conformity with the law of municipal regulatory legal acts, in which the contradictions.
A specialist division of a single Bank of normative legal acts of the Republic of Tatarstan Ministry of assisting local governments in the selection area regulations for inclusion in the register. So, for example, of certain normative acts projects of local Government's attention drawn to the common errors and deficiencies of techno-legal nature, explained ways to address them.
