Rustem Zagidullin: «The plan of legislative activity for 2023 has been completed»

A joint meeting of the Department of the Ministry of Justice of the Russian Federation for the Republic of Tatarstan and the Board of the Ministry of Justice of the Republic of Tatarstan took place today in the Justice Quarter.

The Minister of Justice of the Republic of Tatarstan Rustem Zagidullin made a report on the results of the work of the Ministry of Justice of Tatarstan in 2023 and tasks for 2024 at a meeting of the board.

On January 1, 2023, the Federal Law «On General Principles of the Organization of Public Power in the Subjects of the Russian Federation» came into full force. At the beginning of 2023, the Constitution of the Republic of Tatarstan was amended, and in May 2023, the republican Law «On Executive Bodies of State Power of the Republic of Tatarstan» was set out in a new version.

According to the minister, this had an impact on the rule-making activities of the republican executive authorities. In 2023, more than 600 by-laws were adopted aimed at bringing legislation into line with these changes. In addition, 98 by-laws have been issued aimed at implementing the provisions of other laws of Tatarstan.

Rustem Zagidullin also noted that in 2023, the Government of the republic submitted 41 draft republican laws to the State Council, 10 of which were developed in accordance with the Plan of legislative activity and 31 - outside the Plan.

In 2024, it is planned to develop and submit 10 draft laws to the State Council. The plan approved by the Cabinet of Ministers includes draft laws aimed at developing institutions in the field of education, social sphere and improving the quality of life of citizens, creating conditions for realizing the potential of youth in the republic, improving legal regulation in the field of protection of the population and territories in emergency situations.

The Minister recalled that since January 1 of this year, new requirements for regulatory legal acts regulating the provision of subsidies have come into force. More than 100 regulations require changes.
