Pursuant to paragraph 6 of the Protocol of the meeting by the President of the Republic of Tatarstan on increasing responsibility, professionalism of the staff of municipalities in the Republic of Tatarstan September 27, 2013, the Ministry of Justice organized regular training seminar, which took part in the opening of the Deputy Minister of Justice of the Republic of Tatarstan-head of the Department of organization of interaction with local self-government bodies on Legal Affairs M.M. The staff of the legal services as well as municipal employees have heard reports on the theme "protecting the rights of local authorities in the courts of general jurisdiction.
Themes of the seminar was not chosen by chance, because in the year 2013, there has been an increase in the number of court cases involving local authorities. In accordance with paragraph 2 of the Protocol meeting at R.N. Minnikhanov, President of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan is gathering information on cases for property issues related to payments from the local budget. Summarizing and analyzing the received from local authorities about the leadership of the Ministry of Justice had decided to include in the curriculum series of training seminars on the above topic.
To outlining the thematic material for the sessions were attended by representatives of Kazan Federal University, the Municipal Council of the Republic of Tatarstan, the Ministry of land and property relations of the Republic of Tatarstan, Kirov and Moscow District Administration of the Executive Committee of the city of Kazan, the housing policy of the Executive Committee of the municipality of the city of Kazan.
In his speech, PhD, Assistant Professor of environmental law, labor law and civil process R.B. Sitdikov described the types of remedies and opened the General questions of jurisdiction. Then the floor was given to the lead counsel of the Division to provide legal support to the activities of the local self-government bodies of the Ministry of Justice of the Republic of Tatarstan, A.V. Lohotskom, who shared their experiences in the preparation and conduct of the proceedings, as well as appeals against court decisions.
Local authorities were encouraged to refer to the protection of their rights with the maximal responsibility, avoiding careless, formal approach. The subject of trial and appeal court decisions continued to Deputy Head of the Legal Department of the Municipal Council of the Republic of Tatarstan E.V. Parfenova, which specific cases pointed out the common mistakes of the local Government allowed in the protection of their rights, and called upon local authorities to exercise their rights.
The second part of the seminar was devoted to the in-depth study of the topical problems of court practice.
Under the theme "features of consideration of land and property disputes with the local government in courts of general jurisdiction, acted as head of Department of protection of property interests of the State Office of the Ministry of land and property relations of the Republic of Tatarstan D.D. Valiullina, which explained the transition property by judicial procedure the authorized body of the local government.
