The Ministry of Justice of the Republic of Tatarstan held a training session for accredited experts who conduct independent anti-corruption expertise of regulatory legal acts and draft regulatory legal acts in the republic. The purpose of this training is to improve the professional competencies of independent experts in the field of anti-corruption expertise and legal and technical design of draft regulatory acts.
At the opening of the event, First Deputy Minister of Justice Ilya Gomzik delivered a welcoming speech. Ilya Aleksandrovich noted the importance of anti-corruption expertise as one of the main measures to prevent corruption in the state. He emphasized that this topic requires a serious approach and attention from all participants in the process.
During the training, it was said that independent anti-corruption expertise is an important institution of civil society, allowing each citizen to participate in improving regulatory acts and clearing them of corruption factors.
«If we look at the recent past, we can see that many officials often used loopholes in the legislation for personal gain. This was especially common in regulations for the provision of state and municipal services, where applicants could be required to provide an unlimited package of documents. For example, one applicant could be required to provide only two documents, while another applicant could be required to provide a whole range of additional certificates», - explained Alexander Lokhotskoy, Chief Advisor to the RT Rais Department on Anti-Corruption Policy.
A significant number of regulatory legal acts are developed in the republic every year, which is why their effective anti-corruption expertise is of particular importance.
According to data for 9 months, independent experts have increased their activity. In particular, an opinion was presented on 40 draft republican acts and about 30 draft municipal acts. Experts began using the legal information portal created specifically for them. On this portal, everyone can familiarize themselves with draft acts, identify violations and send their opinions to the developers.
In addition, in accordance with the republican program «Implementation of the Anti-Corruption Policy of the Republic of Tatarstan», a competition of experts in conducting independent anti-corruption expertise is held every year, within the framework of which cash prizes are provided. The winners are awarded at a ceremonial ceremony within the framework of the republican anti-corruption forum, which is held on December 9. This serves as a support measure for active experts.
