Since 2016, local governments of the Republic of Tatarstan have been implementing the transferred state powers of the republic to collect information from settlements necessary for maintaining the municipal register.
The results of the implementation of state powers were discussed at a meeting at the Ministry of Justice of the Republic of Tatarstan together with representatives of local governments.
The event was chaired by Deputy Minister of Justice Mukharryam Ibyatov. The main report was made by the head of the department of regulatory legal work in the field of local government and maintaining the municipal register Raliya Garifullina.
Over 9 months of this year, the Ministry received more than 20 thousand acts subject to inclusion in the municipal register, as well as 2,573 additional pieces of information to them.
Information technologies have been introduced for prompt interaction in sending information to work. Thus, 93% of acts were received by simultaneous publication on the Official Portal of Legal Information of the Republic of Tatarstan.
Within the framework of the state program «Development of Justice in the Republic of Tatarstan» and with the support of the Rais of the Republic Rustam Minnikhanov, the «Codex» system has been used since 2018, which has become an integral tool for public authorities in improving the quality of rule-making activities.
As of November 1, the republican percentage of bringing municipal acts into compliance with the legislation was 85%. The share of eliminating inconsistencies in acts of 26 municipalities is equal to or exceeds the republican level.
Mukharryam Ibyatov discussed issues of amending municipal acts in feedback mode with representatives of Aksubaevsky, Buinsky, Zainsky, Laishevsky and a number of other municipal districts.
«More than 3 thousand federal and republican regulatory legal acts come into force every year. The «Codex» system is an indispensable tool in tracking these changes. To help eliminate gaps in legal regulation identified by the system, the Ministry is developing model municipal acts», - noted the Deputy Minister.
