At the Conference in the Ministry of Justice of Russia discussed the Federal registers and State registers

24-25 October 2013 in Moscow on the basis of the Scientific Center of legal information of the Ministry of Justice of the Russian Federation was held 4-th all-Russian scientific and practical Conference, dedicated to the management of the federal public registry, registers and their application for execution of State functions, and provide access to relevant legal information.
The Conference was attended by specialists of the central apparatus of the Ministry of Justice, its territorial bodies, representatives of the authorized bodies of the Executive power of the constituent entities of the Russian Federation on the municipal register of normative legal acts, representatives of the municipalities, the Russian legal Academy under the Ministry of Justice and experts of the software companies in the field of legal informatization.
Republic of Tatarstan at the event were officials of the Ministry of Justice of the Republic of Tatarstan is a leading consultant, single bank regulatory legal acts of the Republic of Tatarstan, E.Y. Piternova, senior specialist of the single bank regulatory legal acts of the Republic of Tatarstan T.V. Novikova and leading specialist of Department of legal informatization and computer systems D.A. Pilin.
The participants discussed issues related to federal and State registries, their further development in 2014-2020. Special attention was paid to ensuring citizens ' access to relevant and reliable legal information, to organize monitoring of regional legislation, municipal law-making and enforcement.
In particular, in the process of discussing the development of the system of registers, emphasis was placed on expanding the practice of its application for execution of State functions. Much attention was paid to the issues of registers in electronic form only with the use of an electronic signature; improve the quality of the preparation of normative legal acts and their legal treatment; development of monitoring system of registers at the Federal and regional level, as well as training of specialists of municipal entities.
During the discussion, members of the single bank regulatory legal acts of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan together with other participants drew the attention of the organizers of the event on the problems associated with upgrading of technical equipment in connection with the modernization of the database, with the transfer of authority to amend acts of municipal entities in the database to the local level, as well as to the amendment of the Federal law on the municipal register of normative legal acts.
Their experience with colleagues shared by representatives of the Omsk, Novosibirsk, Nizhny Novgorod, Orel, Amur regions, Krasnoyarsk and Khabarovsk krais, as well as the representatives of the Republic of Belarus.
