Mukharryam Ibyatov took part in the meeting of the Committee on State Construction and Local Self-Government
The implementation of the republican law on the register of municipal regulatory legal acts was discussed today in the State Council of the Republic of Tatarstan at a meeting of the Committee on State Construction and Local Self-Government and the expert council under the Committee.
The Deputy Minister of Justice of the Republic of Tatarstan Mukharram Ibyatov made a report on the topic. According to him, more than 30 thousand municipal acts are received in the register every year. More than 1,000 acts were received from Aznakaevsky, Zelenodolsky, Laishevsky, Almetevsky and Vysokogorsky districts. Currently, the system contains 313 thousand acts of local governments of Tatarstan.
«In the Volga Federal District, Tatarstan ranks first in terms of filling the register. This is the result of the joint work of the Ministry and local governments», - Mukharryam Mansurovich noted. Tatarstan’s experience is of interest in terms of using information technology in the work on maintaining the register», - he added.
In his speech, the Deputy Minister also drew attention to the errors made by responsible persons of a number of districts when publishing municipal acts.
«The most frequent shortcomings are found in the acts of Zainsky, Rybno-Slobodsky, Tukaevsky districts, where the share of errors ranges from 27 to 76 percent. In the republic, this is 11%», - said the Deputy Minister of Justice of the Republic of Tatarstan.
Mukharryam Mansurovich called for the correct filling of information, at the same time proposed to strengthen the work on the timely submission of additional information for inclusion in the register. According to the law of the republic on the register, the deadline is set no later than 5 working days.
