Today, a press conference dedicated to citizens' gatherings in the Republic of Tatarstan was held at the Republican agency for press and mass communications «Tatmedia». Deputy Minister of Justice of the Republic of Tatarstan Mukharryam Ibyatov and Deputy Executive Secretary of the Association «Council of municipalities of the Republic of Tatarstan» Arkady Semenychev answered journalists' questions in detail.
The press conference noted the high efficiency of the self-taxation program, which promotes active participation of the population in solving local issues.
«In many municipalities, thanks to the work of local communities, citizens take an active part in the self-taxation program. The assistance of the republican authorities allows us to solve the tasks set at the local level, and the result is becoming more and more obvious from year to year», - said Arkady Semenychev.
Over the twelve years of the program's existence, it has been possible to significantly improve the infrastructure of rural areas. The program has made it possible to tidy up rural cemeteries, repair roads, establish water supply and lighting in villages, and improve public spaces.
In the structure of tasks and activities financed from self-taxation funds, taking into account co-financing from the republic's budget, the main focus is on road works, which make up 52.9% of the total. This category also includes bridge maintenance work. 13% is allocated for the improvement of settlement territories, while 6.3% of funds are received for the repair and maintenance of cemeteries, which allows them to be maintained in proper condition. Fire safety support is financed at the level of 1.7%, and 11.3% of funds are directed to addressing water supply issues for the population.
Deputy Minister of Justice of the Republic of Tatarstan Mukharryam Ibyatov, in turn, spoke about the impact of the current economic and political situation in the country on the holding of citizens' gatherings. According to him, since 2022, measures have been actively taken in the republic to support military personnel and their families. For example, as of January 1, 2025, there are 2,560 acts in the municipalities of Tatarstan concerning benefits and support measures, of which 1,786 decisions were made at citizens' meetings and concern the exemption of military personnel from paying self-taxation funds. «The largest number of such decisions were made in the Arsk, Kukmor and Mamadysh districts, where more than 100 initiatives were supported by local residents», - added Mukharryam Mansurovich.
In addition, the deputy minister noted that support for military personnel includes a number of additional benefits, such as exemption from land tax, property tax for individuals, as well as the provision of free hot meals for schoolchildren and exemption from fees for supervision and care of children in kindergartens.
