The Ministry of Justice of Tatarstan, under the leadership of deputy minister Muharryam Ibyatov, held a seminar for municipal employees on the issue of bringing the charters of municipalities in line with the legislation.
During the seminar, the amendments introduced in 2024 to the Federal Law on the general principles of organizing local self-government in the Russian Federation were discussed. Innovations require significant adjustments to the charters of municipalities.
To date, out of the total number of necessary changes — 3998, 2,803 have already been completed, which is 70% of all planned edits. Among the key changes: clarifying the powers of local governments, the publication and promulgation of municipal acts, the early termination of the powers of deputies, as well as the removal of heads of municipalities from office.
It should be recalled that there are 956 charters of various levels in the Republic of Tatarstan: 43 relate to municipal districts, 2 to urban districts, 39 to urban and 872 to rural settlements.
Representatives of municipalities were provided with a detailed analysis of charters, problematic issues arising during their registration, and discussed the reasons for the late introduction of amendments to the charters of some municipalities.
Deputy Minister Mukharryam Ibyatov stressed the importance of timely updating of charters, noting that these documents are the main legal acts of municipalities. «Their updating allows faster adaptation to modern socio-economic realities, improves the quality of management of territories and contributes to the improvement of living standards of the population», - he concluded.
