The Ministry of Justice of the RT checked 5.6 thousand municipal acts in the first quarter of 2025
5680 municipal acts were checked for corruption factors by employees of the Ministry of Justice of Tatarstan in the first quarter of 2025 under the state program «Implementation of anti-corruption policy of the Republic of Tatarstan». This was reported at the training seminar «Anti-corruption expertise and independent anti-corruption expertise of normative legal acts and their projects».
As noted during the event, last year 26,533 municipal acts were subjected to the expertise of the Ministry, in 276 of which 544 corruption risk factors were identified. More than 80% of the violations detected in 2024 and the first quarter of 2025 are related to the breadth of discretionary powers and regulatory conflicts.
Among the less common, but also occurring shortcomings are the absence or incompleteness of administrative procedures, the adoption of an act beyond the competence and legal and linguistic ambiguity. It is important to note that all corruption risk factors identified by the Ministry in 2024 have been fully eliminated.
Deputy minister Mukharryam Ibyatov noted that the republic has a solid anti-corruption potential, including independent experts. At present, 30 individual experts and one legal entity – «Innopolis» University - are accredited in Tatarstan.
