The Ministry of Justice of Tatarstan draws the attention of the residents of the republic to the need to comply with the Rules of improvement approved and in force in all urban and rural settlements. These rules establish requirements for the maintenance of buildings, structures and adjacent territories, as well as the appearance of facades and fences.
According to Gulnara Kasimova, Head of the Department for Territorial Organization and Control in the Sphere of Local Self-Government of the Ministry, the most frequent violations in urban and rural settlements are storage of construction materials, garbage, unloading of waste in unspecified places, which leads to pollution of territories, untimely cutting of grass, removal of deadwood, excavation without permission and others.
Administrative responsibility for violation of the rules of landscaping is provided for in accordance with Article 3.6 of the Code of Administrative Offenses of the Republic of Tatarstan. Fines for citizens - from 2 to 3,5 thousand rubles, for officials - from 15 to 30 thousand rubles, for legal entities - from 200 to 500 thousand rubles. For repeated violations the fines are increased.
The penalties are determined by administrative commissions established in 43 municipal districts and 2 urban districts. Protocols on offenses are drawn up by authorized officials of local self-government bodies of municipal districts and urban districts and heads of settlements.
The Ministry reminds of the need to comply with the established requirements of landscaping and timely eliminate the identified violations.
