Rustem Zagidullin on the introduction of artificial intelligence into the justice system: «AI will help judges, but it won't replace them»

The IV Kazan International Legal Forum is taking place in Kazan on October 3–4. It brought together representatives of government agencies at all levels, leading businesses, and legal scholars to discuss current challenges and ways to improve the legal system.

 

Pavel Krasheninnikov, Chairman of the State Duma committee on state building and legislation, speaking at the event, emphasized the particular importance of the Kazan forum as a platform for the adoption of important legal norms. He recalled the new law on local self-government, which entered into force on June 19 of this year. Pavel Vladimirovich noted the extensive work done by Tatarstan, the State Council, and the Ministry of Justice in drafting this law.

 

The forum also discussed the future of the russian legal system in the context of digitalization. Particular attention was paid to the problems of attorney monopoly, the challenges of the continental legal tradition, and the prospects for the introduction of artificial intelligence into jurisprudence.

 

Tatarstan's Minister of Justice, Rustem Zagidullin, commenting on the issues raised at the forum, emphasized that artificial intelligence will eventually appear in all areas, including the legal field. However, in his opinion, the role of AI should be limited to that of an assistant, not a judge. «When a person comes to court, they expect not just the legality of the decision, but also the fairness of the decision. A judge considers not only the letter of the law but also life experience. How will artificial intelligence make such decisions? How will it determine fairness? These questions are very important and must not be forgotten during the digitalization of the judicial system», - the minister emphasized.
