91% of municipal acts were submitted to the Ministry of justice through simultaneous official publication

The Ministry of justice of the Republic of Tatarstan held a meeting to review the results of the implementation of the transferred state powers for maintaining the municipal register and the implementation of the «Codex» automated information system. The event was chaired by deputy minister of justice Mukharryam Ibyatov.

 

Since 2016, local governments of the Republic of Tatarstan have been exercising the republic's transferred state powers to collect information from localities necessary for maintaining the municipal register.

 

«Over the first nine months of this year, the Ministry received more than 18,000 municipal regulatory legal acts subject to inclusion in the register. Thanks to the implementation of information technology, 91% of these acts were submitted through simultaneous publication on the Official portal of legal information of the Republic of Tatarstan», - noted Raliya Garifullina, head of the Ministry's department, in her report.

 

Since 2018, the «Codex» system has been used within the framework of the state program «Development of justice in the Republic of Tatarstan» and with the support of the Rais of the Republic, Rustam Minnikhanov. It has become an integral tool for public authorities in improving the quality of their rule-making activities.

 

As of October 1, the national compliance rate for municipal acts was 92%. In 27 municipalities, this rate equals or exceeds the national level.

 

To address the gaps in legal regulation identified by the system, the Ministry is developing model municipal acts that help local governments quickly align their regulatory frameworks with changes in federal and republican legislation.

 

At a feedback meeting, Mukharryam Ibyatov discussed amendments to municipal acts with representatives of the Aksubaevsky, Bugulminsky, Verkhneuslonsky, Kukmorsky, Nurlatsky and Pestrechinsky municipal districts.
