The Minister of Justice of the Republic of Tatarstan presented a bill on improving local self-government at the State Council
Today, at the twenty-second session of the State Council of Tatarstan, Minister of Justice Rustem Zagidullin presented to the deputies a bill on amending the republican law on local self-government.
According to the minister, the proposed amendments provide for the preservation of the two-tier system of local self-government and the current procedure for electing heads of municipalities. The bill is aimed at improving the mechanisms of functioning of government bodies at the local level.
Rustem Zagidullin outlined the main changes to the Law «On Local Self-Government in the Republic of Tatarstan». In particular, the conceptual framework is being aligned with federal law, the minimum number of members for a representative body is established, and the requirement for expertise of municipal normative legal acts affecting entrepreneurial and investment activities is eliminated.
Municipalities are granted the authority to determine the procedure for remote interaction with public authorities and the format of remote participation in sessions of representative bodies.
As the minister noted, the bill adjusts the forms of public participation in local self-government. «Local referendums, municipal elections, citizen assemblies, territorial public self-government, public hearings, citizen meetings, citizen surveys, and initiative projects are retained», - he reported.
In accordance with federal law, three categories of powers of local self-government bodies have been defined: exclusive powers of municipalities, powers that may be redistributed to the republican level, and powers that have been redistributed for exercise by local self-government bodies.
The bill was adopted in the first reading.
