L. Glukhov informed that in 2013, the Ministry provided 100% implementation of legislative activities. In addition to the planned legislative work, in 2013, the executive bodies of the Republic of Tatarstan has a large out-of-scope work. Over the past year, the executive bodies of the Republic of Tatarstan has been prepared and submitted to the Cabinet of Ministers of 45 bills for later inclusion in the Council of State of the Republic of Tatarstan.
The Ministry has responsibility for the Organization and coordination of the monitoring of law enforcement in the Republic of Tatarstan (preparation and submission to the Ministry of Justice of the Russian Federation proposals to the monitoring plan, reports on the results of monitoring and taking measures to rectify identified shortcomings in the rule-making and enforcement).
An urgent task for the year 2014 is part of the Ministry to ensure the integrated development of the State system of legal aid in the Republic of Tatarstan. This will require the adoption of measures to further improve the work in this area, including in the light of changes in federal legislation, as well as to improve the interaction between the Ministry and the Office of the Ministry of Justice of the Russian Federation in the Republic of Tatarstan, the Lawyer of the Republic of Tatarstan.
The Ministry is actively involved in the legal education of citizens. Continue the practice of holding visiting appointments information and consultation groups on legal aid to residents of rural settlements. The Tatarstan regional office together with the Association of lawyers of Russia organized the work of mobile stations for free legal aid, allowing consultants to reach the most remote villages, villages and townships and solve legal problems.

The Ministry is actively working on improving the legislation on local self-government. In 2013, for the organisation and implementation of local self-government in the Republic of Tatarstan, the Ministry developed the draft laws of the Republic of Tatarstan Republic, decrees and orders of the President of the Tatarstan Republic, decrees and orders of Cabinet of Ministers of the Republic of Tatarstan and other regulatory legal acts.
The Ministry provided legal and technical assistance to local governments in the preparation of decisions, as well as the finalization of draft legislation and accompanying materials thereto on boundary changes and transformation of municipal entities, within the framework of the realization of the right of legislative initiative in the Council of State of the Republic of Tatarstan.
Not less important direction of activity of the Ministry is the work of monitoring the performance of local governments passed public authority for education and organization of the administrative commissions of the municipal districts and urban districts.
