At the forty-ninth meeting of the Council of State of the Republic of Tatarstan

March 20, 2014, Minister of Justice of the Republic of Tatarstan L. Glukhova participated in the forty-ninth meeting of the Council of State of the Republic of Tatarstan, which has introduced two bills.
1. On amending article 5 of the law of the Republic of Tatarstan "on the procedure for the publication and entry into force of the laws and other normative legal acts of the Republic of Tatarstan on issues of protection of human and civil rights and freedoms".
The Bill would expand the list of sources of official publication of normative legal acts of the Cabinet of Ministers of the Republic of Tatarstan, by the official site for legal information of the Ministry of Justice of the Republic of Tatarstan. Website of the Ministry of Justice of the Republic of Tatarstan, pravo.tatarstan.ru registered as mass media.
Minister L. Glukhova explained that the active development of legislation is accompanied by an increase in the number of measures taken by authorities of documents that need to be quickly put in place. In addition, some of the regulations exceeds the technical indicators publications not designed for such an active norm-setting.
The Bill adopted by Parliament as a whole.
2. Amending the code of administrative offences of the Republic of Tatarstan ".
The project provides for increased penalties for violation of the order of the street vendors, as well as for breach of order order by nonresidential property, located in the property of the Republic of Tatarstan, in municipal ownership and use of specified objects.
L. Glukhova led statistics provided by the Executive Committee of the municipality of the city of Kazan. According to which, the number of administrative penalties for administrative offences provided for in article 3.2 of the code of administrative offences of the Republic of Tatarstan, in 2011 the year 1691 was, in 2012-2013, 2113-3492. In 2013, compared with the year 2012, in some municipalities of the Republic of Tatarstan also experienced an increase of administrative offences.
Analysis of statistical data shows that the number of penalties in cases of administrative offences provided for in articles 4.2, 4.3 and 4.4 of the code on administrative offences of the Republic of Tatarstan, tends to increase.
The Bill proposes to increase the size of administrative penalties, which should strengthen the impact on offenders, arrange street trading in the territory of the municipalities of the Republic of Tatarstan, to landscaping, sanitary and epidemiological safety, and better protection of objects of uninhabited Fund, owned by the Republic of Tatarstan and municipal property.
During the discussion of the Bill F.Mukhametshin said that an infinite increase in penalties leads the feedback-sometimes they just stop paying. "It is necessary to measure the level of fines, with the possibility of people's payments," warned the head of Parliament and instructed the Committee of the State Council of the Republic of Tatarstan on law and order, together with municipalities to undertake an analysis of the effectiveness of increased penalty.
The Bill passed in the first reading, routine schedule amendment.
