About the participation of the Minister of Justice of the Republic of Tatarstan L.Y.Gluhova at the fifty-third meeting of The State Council of Republic of Tatarstan.

July 8, 2014 the Minister of Justice of the Republic of Tatarstan L.Y.Gluhova participated in the final fifty-third meeting of the State Council of the fourth convocation.

L.Y.Gluhova introduced to the council the four bills: "About an Amending the Law of the Republic of Tatarstan “The delineation of territories and the status of the municipality "Aksubayevsky municipal district" and municipalities in its composition", "The delineation of territories and the status of municipal formation "Atninsky municipal district" and municipalities in its composition", "On changing the boundaries of the territories of individual municipalities and amendments to the Law of the Republic of Tatarstan "On establishing the borders of the territories and the status of the municipality" Laishevsky municipal district "and municipalities in its composition" and "An amendments to Article 7 of the Law of the Republic of Tatarstan "About the Justices of Peace of the Republic of Tatarstan."

L.Y.Gluhova reported that the bills concerning the boundaries are designed to clarify the description of the boundaries of municipalities and settlements within them, and the change in municipal boundaries don’t occur. A need to clarify the boundaries caused by survey work of cartographic description of the boundaries of municipalities, including the preparation of maps (plans) for submission to the State Council of the Republic of Tatarstan, in accordance with federal law make a need to change the republican laws, establishing the boundaries of municipalities.
The draft law of the Republic of Tatarstan «An amendments to Article 7 of the Law of the Republic of Tatarstan «About the Justices of Peace of the Republic of Tatarstan» provide an increase of terms of office of Justices of Peace during the second and subsequent elections from five to ten years, which will provide a more complete implementation of the principles of tenure of judges and unity of the status of judges in the Russian Federation that will increase the attractiveness of Justices of PEace for qualified personnel.
