The Expert Council meeting

November 11, 2014 a meeting of the Expert Council of the Interagency Coordinating Committee on Legal Affairs took place at the Ministry of Justice of the Republic of Tatarstan. Meeting was chaired by First Deputy Minister of Justice of the Republic of Tatarstan R.I.Zagidullin.

The following bills were discussed and approved on the Expert Council:

“On the realization of the rights of citizens to provide them with dwellings under employment contracts of residential housing and social use of the Amendments to the Law of the Republic of Tatarstan “On the realization of the rights of citizens to provide them with residential public housing stock and the Republic of Tatarstan municipal housing under contracts of social hiring”;

“On Amendments to the Law of the Republic of Tatarstan “On Measures for the Implementation of Articles 166 and 166-1 of the Federal Law “On Development of housing legislation”;

“On Amendments to Article 61 of the Law of the Republic of Tatarstan  “On state support of housing development in the Republic of Tatarstan”;

“On Amendments to Articles 5 and 61 of the Law of the Republic of Tatarstan “On the ensuring housing rights of citizens”;

“On Amendments to Certain Legislative Acts of the Republic of Tatarstan” (by replacing the terms "labor pension", "insurance period" to "pension insurance", “insurance period”, exclusion the term “part of labor pension”);

“On Amendments to Certain Legislative Acts of the Republic of Tatarstan” (regarding the introduction of an independent verification of the quality of service delivery organizations in the areas of health, education, culture).

In addition the members of the Expert Council reviewed a draft law of the Republic of Tatarstan “On the provision of services to persons who intoxicated and lost the ability to move independently or navigate in the environment in the public places, not in need of medical care.” To consider the need for legislative regulation of the establishment of specialized institutions to assist persons who are intoxicated and lost the ability to move independently or navigate in the environment, was decided to take to the attention the opinions of the authorities – the Ministry of Internal Affairs, the Ministry of Health of the Republic of Tatarstan and the Ministry of Labour, Employment and Social protection of the Republic of Tatarstan.
