The session on the organization of assisting people being in severe intoxication

The 9th of February , in 2015 at the Ministry of Justice of the Republic of Tatarstan was a session chaired by the Minister of Justice of the Republic of Tatarstan L.Yu.Gluhova on the organization of assisting people being in severe intoxication and having lost the ability to move independently or navigate in the environment and who do not need medical aid.
The Chairman of the Committee of the State Council of the Republic of Tatarstan on social policy SM Zakharov, the head of the Legal Department of the Cabinet of Ministers of the Republic of Tatarstan A.B.Grevtsov, the head of the Department on legislative work of the State legal department of the President of the Republic of Tatarstan DI Makhmutov, the head of the department of social legislation of Legal department of the State Council of the Republic of Tatarstan E.M.Mustafina, the Commissioner for human rights in the Republic of Tatarstan S.H.Saburskaya, the deputy of the Minister of Justice of the Republic of Tatarstan M.M.Ibyatov, the first deputy of the Minister of Health of the Republic of Tatarstan .A.Osipov, the deputy of the Minister of labour, employment and social protection of the Republic of Tatarstan Yu.I.Abdreeva, and also representatives of the Ministry of Finance of the RT, the MIA RT, Council of municipalities of the RT, State Institution "CESI RT" of the Cabinet of Ministers of the Republic of Tatarstan took part in the session.
The draft law prepared by the Ministry of Justice was discussed at the session, as well as the option of regulatory activities of the specialized agencies at the municipal level.
Members of the meeting noted the complexity of calculating the volume of reference subventions, planned to be provided from the budget of the Republic of Tatarstan for the provision of related services in accordance with the procedure with the amount of funding provided for 2015.
It was also announced the problem of determining an agency which would be responsible for monitoring of compliance of state powers in case of their transfer to local authorities.
