New in legislation about local self-government

By Law of the Republic of Tatarstan on 7th of May, 2016 № 32-LRT (next - the Law) made changes to the Land Code of the Republic of Tatarstan.

By this Law to privileges to the Cabinet of Ministers of the Republic of Tatarstan was given related establishment of procedures for placing conditions on land owned by the state or municipal ownership structures which can be carried out without the provision of land and easements. There were excluded privileges of the Cabinet of Ministers of the Republic of Tatarstan and the privilegess of local self-government of the Republic of Tatarstan in the sphere of land relations, in terms of seizure of land by foreclosures.

The structure of land included Tatarstan lands for space activity and safety of land. As a part of agricultural land also allocated land occupied by forests, intended to protect the land from the adverse effects. The concept of suburban areas excluded.

The procedure for allocation of land plots owned by the state or municipal property is regulated.

There were clarified the issues of land for free use. For areas that are in state or municipal property, provided only once for free use for a period of not more than six years for individual housing construction or ancillary services. Land granted to citizens working at the main place of work in urban or rural areas in educational institutions (specialties: "teacher education", "pre-school education", "teaching in elementary classes", "additional education pedagogy"), health organizations (for specialties: "general medicine", "midwifery", "nursing") and agricultural companies (by industry, "agriculture", "veterinary", "animal husbandry", "agro engineering", "mechanization of agriculture").

There were clarified the questions of free allocation of land to citizens who have three or more children (the provision of land is carried out with the preliminary approval of placement of objects for individual housing construction, country construction, private farming, gardening or horticulture). The list of land that can be granted to large families, residing in the urban districts is extended.
