On June 14, 2018, Deputy Minister Mukharryam Ibyatov held a reception of citizens residing in the Kamsko-Ustinsky municipal district.

During the reception of the deputy minister, citizens' appeals on issues of share lands, restoration of documents, tax legislation and others were considered.

All questions are answered; the requirements of the legislation are explained.

With the participation of the head of the Council of the Kamsko-Ustinsky municipal district Raisa Vafina, legal issues of cooperation with the Ministry of Justice of the Republic of Tatarstan were examined.

On June 13, 2018, Deputy Minister Mukharryam Ibyatov took part in the meeting of the presidium of the Association «Council of Municipalities of the Republic of Tatarstan», where he spoke on the issue of establishing administrative responsibility for non-implementation of decisions taken at a local referendum.

Also at the meeting were discussed the transfer of authority for the payment of subsidies for personal part-time farms to the level of municipal regions with the allocation of funds to the budgets of the districts in the form of subventions, the transfer of powers of the Russian Federation to the local government to prepare and hold the All-Russian population census of 2020.

On June 9, 2018, in the Leninogorsk district held an offsite meeting of the State Council Committee on State Construction and Local Government, where the deputies discussed the organization of work of local government to create conditions for self-organization of citizens and the development of territorial public self-government.

Deputy Minister Mukharryam Ibyatov took part in the meeting and introduced two draft laws – «On changing the boundaries of the territories of certain municipal entities and introducing changes to the laws of the Republic of Tatarstan «On the borders of the territory and the status of the municipal entity of the city of Kazan» and «On the establishment of the boundaries of territories and status municipal formation "Pestrechinsky municipal district» and municipal formations in its composition», as well as «On Amendments to the Law of the Republic of Tatarstan «On Register municipal regulations of the Republic of Tatarstan», which have been approved by the Committee and decided to include them for consideration at the meeting of the State Council of the Republic of Tatarstan.

On June 7, 2018, the Deputy Minister of Justice of the Republic of Tatarstan, M.M. Ibyatov, held an exit reception of citizens residing in the Menzelinsky municipal district.

During the reception, M.M. Ibyatov considered citizens' appeals on the parking of trucks in the house territory, the resettlement of citizens from the emergency housing stock, the receipt of subsidies for the combatant, and others.

Within the framework of the visit, a meeting was held with the participation of the deputy head of the district, K.R. Nazmiyev, and the responsible officials of the local self-government bodies of the district, where they discussed the implementation of the municipal program for the development of the municipal service, the work of the administrative commission and the commission for juvenile affairs, the development, adoption and publication of municipal regulatory legal acts, carrying out anti-corruption expertise of these acts and their projects, maintaining the municipal register.

On June 7, 2018, the staff of the Information and Analytical Work, Coordination and Planning Department of the Ministry of Justice of the Republic of Tatarstan conducted a routine check of the implementation of the state program «Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2020» in the Ministry of Forestry of the Republic of Tatarstan.

In the course of the audit, the issues of the functioning of the commission under the head of anti-corruption, the commission on compliance with the requirements for official behavior of civil servants and the settlement of conflicts of interests, the organization of an anti-corruption expert examination of draft normative legal acts, the state of the regulatory legal framework in the field of combating corruption, other program activities.

On June 6, 2018, in accordance with the approved schedule, Deputy Minister of Justice of the Republic of Tatarstan M.M. Ibyatov held a video reception of citizens residing in the Atninsky and Leninogorsk municipal districts of the republic.

During the reception, questions were raised regarding the possibility of raising the prices for milk purchases, preferential lending to rural residents in order to improve housing conditions, giving the official status to children of war, providing separate housing for the disabled 2 group living together with a minor child invalid, and others.

On all questions citizens were given detailed explanations.

On June 4, 2018, Minister of Justice of the Republic of Tatarstan Rustem Zagidullin took part in the solemn ceremony of handing certificates to the justices of the peace of the Republic of Tatarstan.

The ceremony was opened by the Deputy Chairman of the State Council of the Republic of Tatarstan Yuri Kamaltynov and presented certificates to 12 justices of the peace, representing various judicial areas of the republic.

The ceremony was also attended by Chairman of the Supreme Court of the Republic of Tatarstan Ilgiz Gilazov, Head of the Department of the Ministry of Justice of the Russian Federation for the Republic of Tatarstan Viktor Demidov, Head of the Department of the Judicial Department in the Republic of Tatarstan Zyavdat Salikhov, Deputy Chairman of the Supreme Court of the Republic of Tatarstan Roman Gafarov, deputies of the State Council of the Republic of Tatarstan and invited.

Minister of Justice of the Republic of Tatarstan Rustem Zagidullin, in his welcoming remarks, noted that the overwhelming majority of cases of courts of general jurisdiction are considered by justices of the peace. In 2017, this figure reached almost 80 percent.

«You are the primary link in the judicial system, it is simply impossible to overestimate the importance of the work of justices of the peace. It is from your professionalism and moral approach to work that the image of the entire judicial system and public authorities depend», the minister stressed and noted that the Institute of world refereeing faces new goals and tasks that can be solved through joint work.

The justices of the peace, who received the certificates, expressed their wishes to be principled in protecting the rights and legitimate interests of citizens, restoring justice and legality, as well as impartiality in work and strict compliance with the law.

On June 1, 2018, a meeting was held in the Ministry of Justice of the Republic of Tatarstan on the issue of ensuring the development of subordinate regulatory legal acts. The Minister of Justice of the Republic of Tatarstan Rustem Zagidullin was in session.

The meeting was attended by the head of the sector of state law and normative regulation of the economy of the Legal Department of the Office of the Cabinet of the Republic of Tatarstan Irina Gaysina, as well as representatives of legal services of a number of executive bodies of the Republic of Tatarstan.

On June 1, 2018 the Ombudsman for the Rights of the Child in the Republic of Tatarstan, G.L. Udachina, together with the republican ministries and departments, conducted an event to provide legal assistance to citizens «Children's question» timed to the International Children's Day.

The most urgent issues for the citizens were the training in educational organizations, housing and labor legislation, treatment, prevention of violence in the teenage environment, social support for orphans and children brought up in single-parent families.

The event was attended by the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin and the head of the Department of Free legal aid Alexander Lokhotsky.

On May 31, 2018 in the Ministry of Justice of the Republic of Tatarstan a meeting of the Expert Council of the Interdepartmental Coordinating Committee for Legal Affairs was held. The Minister of Justice of the Republic of Tatarstan Rustem Zagidullin was in session.

The following projects were approved at the meeting of the Expert Council:

«On Amending Article 2 of the Law of the Republic of Tatarstan «On the Establishment of Differentiated Tax Rates for Taxpayers Applying the Simplified Taxation System»;

«On Amendments to Articles 3 and 5 of the Law of the Republic of Tatarstan «On Property Tax of Organizations»;

«On Amendments to the Law of the Republic of Tatarstan «On Ensuring the Protection of Citizens' Housing Rights».
