On the meeting of the board in the Ministry of Justice of the Republic of Tatarstan

That day an extended meeting in the board of the Republican Ministry of Justice was organized. It was convened to throw light on the following problem – “On realization of competences by the Ministry of Justice of the Republic of Tatarstan to control the status of Complex Republican anti-corruption program for 2012 – 20014 time period realization”. The board was presided by the Republican Minister of Justice Midkhat M. Kurmanov. Here is the list of other civil servants who took part in the event: a) chairman of the Council for municipal formations of the Republic of Tatarstan M. Shakirov; b) deputy head of the Board for work with territories under the president of the republic of Tatarstan A. Nefedov; c) head of organizational unit under Presidential Board for anti-corruption policy issues A. Pankratov; d) acting manager of the department for anti-corruption legislation implementation under the Public Prosecutor’s Office of the Republic of Tatarstan R. Shakirzyanov; e) republican state power executive units’ representatives; f) members of self-government units; g) members of the Council under the President of the Republic of Tatarstan for combating corruption; h) other representatives of civil society.
First deputy minister of justice of Tatarstan S. Stolyarov informed the participants of the meeting about current dynamics in realization of competences by the Ministry to control the implementation of all the necessary measures within Complex Republican anti-corruption program for 2012 – 20014 time period (then – republican program). A speaker set nine-month long period (January-September) as chronological frames. S. Stolyarov expanded at “advantages” and “disadvantages” of working processes underway to put the republican program into practice – these measures are held in executive branch bodies and self-government units of the Republic of Tatarstan. In particular, the following lines shall make clear the progress in program’s realization (these traits were mentioned in speaker’s report: a) increased level of openness in anti-corruption issues on the part of program executors; b) a full, 100 per cent, information coverage on the status of program realization, this is done on a quarter-to-quarter basis; c) the number of programs executors, digressing from set deadlines is on the drastic fall; d) and the number of executors that come up with clear transparent data is on the steady rise.
However a number of “weak points” has been spotted. They are as follows: a) formalist approach which is exercised by some executors during presentation of info on overall execution pace; b) systematic delays, creeping over the strict deadlines as regards informative unit on republican program’s execution, the “black list” includes Ministry of Healthcare of the Republic of Tatarstan, Ministry of Youth Affairs, Sports and Tourism of the Republic of Tatarstan; Leninogorskiy, Novosheshminskiy, Pestrechinskiy, Tyulyachinskiy and Tukayevskiy municipal districts).
Also the results of work to implement the Federal Law “On amending the separate legislative acts of the Russian Federation in connection with state management’s improvement in anti-corruption sphere” in Tatarstan’s republican formations were analyzed.
Despite the fact that organizational and methodological work with self-government is under way, the Republic of Tatarstan cannot boast the highest indices as regards anti-corruption normative legislative act law-making on municipal level – says the accumulated data at the Office of Plenipotentiary representative of the President of the Russian Federation in Volga Region Federal District. This circumstance requires a great deal of initiative, functionality, and accord between both the Republican Ministry of Justice and self-government units.
Spokesperson A. Pankratov focused the republican program executors’ attention on the necessity to monitor and subject investigation into every piece of info in which the cases of corruption are featured (these are mainly the media).
Problems concerning anti-corruption expertise organization as for department and municipal normative acts and their draft versions, and also the operation of anti-corruption commissions in state bodies and municipal formations together with some other questions, being part of the republican program, were discussed down to smallest details.
As a result of the board’s meeting its participants have come up with a decision. It includes a number of measures aimed at work intensification to bring the clauses of Complex Republican anti-corruption program for 2012 – 20014 time period to life.

The Ministry of justice of Tatarstan reminds that the republic has expanded the opportunities for citizens to receive free legal assistance. The «Legal assistance» service has been launched in the mobile application «Map of a resident of the Republic of Tatarstan», which makes legal advice more accessible to all categories of the population.
The Ministry of justice of the Republic of Tatarstan reminds residents of the republic about the possibility of submitting procedural documents to magistrates through the Unified portal of state and municipal services of the Russian Federation.
