Since 2022, municipalities of Tatarstan have been actively implementing benefits and support measures for participants in the special military operation and their families. As of January 1, 2023, the republic already provided 1,360 benefits and support measures for participants in the special military operation and their family members in 14 types. This year, their number has increased to 2,219 benefits and measures in 16 types.
In accordance with the latest decisions, the list of additional measures included significant initiatives aimed at improving the living conditions of military personnel and their loved ones. Among the innovations is exemption from parental fees for the maintenance of children in general education boarding schools. It is also envisaged to recognize uncollectible arrears on local taxes, as well as debts on penalties and fines.
An important area of the Ministry of Justice's work is to provide legal assistance in the development of such acts, as well as making the necessary changes to existing documents. Earlier, the Minister of Justice of the Republic of Tatarstan noted that the Ministry of Justice of the Republic actively keeps records of municipal acts related to support for participants in the special military operation and their families.
The support measures provided to participants in the special military operation and their families cover a wide range of benefits and financial assistance: material support, benefits for housing and communal services and transport, social services, exemption from self-taxation of citizens and other significant measures.
In particular, in Kazan, Aktanyshsky, Kukmorsky, Menzelinsky and Chistopolsky districts, there are benefits for free travel on public transport, with the exception of taxis. For example, children of Chistopol residents participating in the special military operation can use public transport for free with an electronic travel card (transport card)
In Naberezhnye Chelny and 13 districts of the republic, land tax benefits are provided. Citizens of the Russian Federation called up for military service by mobilization or contract to participate in the special military operation, as well as their families, are exempt from tax on one land plot not used for business.
In 1,565 settlements of 33 districts, by decisions of citizens' assemblies, participants of the SMO and their families are exempt from paying self-taxation funds for 2024 (in full or in part).
Additional assistance is provided in urban districts and in many districts of the republic: free school camps and priority right to purchase vouchers to municipal camps, free breakfasts and lunches for schoolchildren, compensation of part of the costs of childcare services in kindergartens.
