In Tatarstan, the number of municipal acts with violations of legislation has decreased
Thanks to the support of the Rais Republic Tatarstan Rustam Minnikhanov, the Ministry of Justice of Tatarstan within the framework of the state program «Development of Justice in the Republic of Tatarstan», the automated information system «Codex» was introduced in the work on monitoring of legislation. The system automatically checks republican and municipal acts and monitors their compliance with the legislation.
One of the key areas of the Ministry's activities remains control over the quality of municipal rulemaking. The dynamics of bringing municipal acts in compliance with the legislation for the first quarter of this year was analyzed in the Ministry of Justice of the Republic. The meeting was held by Deputy Minister Mukharryam Ibyatov.
The head of the department of normative legal work in the sphere of local self-government and maintenance of the municipal register Raliya Garifullina reported that for the time of application the system gave recommendations on elimination of inconsistencies with the legislation to more than 45 thousand acts of the republic.
She also noted that by April 1, local governments eliminated 90% of the identified inconsistencies - 38 thousand acts were corrected. In public authorities the percentage of elimination amounted to 73%. «In the first three months of this year, the number of municipal acts containing inconsistencies with the legislation decreased by 320 in the republic», - she added.
The «Codex» system also records gaps in legal regulation. As of April 1, 269 such gaps in municipal rulemaking were identified, of which 262 have already been eliminated. To assist in eliminating the identified gaps, the Ministry of Justice of Tatarstan has developed model acts. Most municipal entities eliminated the gaps by adopting model acts. However, some districts have not regulated, for example, the issues related to the procedure for approval of leasing municipal property assigned to cultural institutions.
The municipal register, which is maintained by the Ministry of Justice of Tatarstan, is an important stage in the work on the formation of the unity of the legal space both in the territory of the Republic and the Russian Federation. For 3 months of 2025, the Ministry of Justice received 6,565 municipal acts to be included in the register.
Mukharryam Mansurovich in turn reminded that information from the municipal register is available to all citizens, organizations and public authorities. He paid special attention to the quality of municipal acts, stressing that the systematization and harmonization of acts with the current legislation play a key role in protecting the rights and freedoms of the population.
