Tatarstan to develop a «road map» for municipalities on territorial organization issues

Over the past 3.5 years, 10 laws in the field of territorial organization have been adopted in the Republic of Tatarstan, but shortcomings have been identified in the work of municipalities in preparing the relevant documents. This was reported at a meeting of the board of the Ministry of Justice of Tatarstan.

«In the course of the work, violations of the procedure for preparing municipal acts, the timing of their publication (disclosure) are identified. When describing the boundaries of the territories of municipalities and land plots, there are many cases of their overlap», - noted Deputy Minister of Justice of the Republic of Tatarstan Mukharryam Ibyatov.

According to Mukharryam Mansurovich, these problems are, among other things, related to the insufficient training of municipal specialists and the lack of methodological materials. The issue is becoming especially significant given the planned abolition of 10 settlements on the territory of 9 municipalities and the upcoming changes in the boundaries of settlements in the Baltasinsky District.

The Deputy Minister of Justice called for interdepartmental cooperation with the Ministry of Land and Property Relations, the Ministry of Construction of the Republic for the prompt development of simple and understandable methodological manuals in the format of a «road map» on issues of territorial organization. He especially noted the importance of conducting targeted training events that will improve the competence of municipal specialists in solving these issues.
