Tatarstan is the leader in the Volga District for the third year in a row in terms of filling the register of municipal acts
Tatarstan demonstrates high performance indicators in organizing municipal rule-making activities. According to the Portal of the Ministry of Justice of Russia, the republic has been a leader in the Volga Federal District in filling the register of municipal acts for the third year in a row.
«Considering the moratorium on inspections since 2022, off-site events have become a particularly important tool for methodological support of municipalities», - said Deputy Minister of Justice Mukharryam Ibyatov, speaking at a meeting of the Ministry’s board.
Over the past three years, specialists from the Ministry have conducted more than 130 off-site events, covering 20 to 25 districts of the republic annually. Some municipalities have been visited repeatedly.
«Our work to monitor the implementation of transferred state powers is accepted with understanding. Conducting off-site events, especially taking into account the renewal of persons responsible for sending acts to the register, remains one of the priority areas in improving their professional level», - he emphasized.
Thanks to this approach, municipal employees gain additional knowledge in the legal sphere, which allows them to quickly achieve positive results in bringing acts into compliance with legislation, improving documentation and planning work. The final reports with comments and suggestions sent to the heads of municipalities become methodological materials for the competent organization of activities.
The systematic work of the Ministry of Justice of the Republic of Tatarstan with municipalities yields stable positive results - the share of acts sent to the register is growing annually, which contributes to increasing the legal protection of citizens and the openness of municipal authorities.
Special attention should be paid to increasing the efficiency of administrative commissions. The Ministry, being the authorized body in this area, regularly holds training events, which resulted in an improvement in the quality of drawing up administrative protocols.
«The percentage of decisions of administrative commissions overturned in court for the specified period decreased from 3.9 to 2 percent, and according to the results of the first half of the current year, this figure was only 0.8 percent», - Mukharryam Mansurovich emphasized.
