The Tatarstan Ministry of Justice approved a bill in support of SMO veterans

27 August 2025, Wednesday

Members of the Expert council of the Interdepartmental coordination committee on legal issues reviewed and approved the draft law «On amending article 8 of the Code of the Republic of Tatarstan on municipal service». The bill is aimed at more efficient use of the potential of veterans and participants of the special military operation in the municipal government system.

The key change concerns the reduction of qualification requirements for the level of education for filling positions in rural settlements, as well as reducing the requirements for the length of municipal service or work in the specialty.

The legislative initiative is closely linked to the personnel program «Batyrlar. Heroes of Tatarstan», which was launched on the initiative of the Rais of the Republic Rustam Minnikhanov. Let us recall that, based on the results of the final selection, 45 participants of the special military operation were given the opportunity to build a career in state and municipal government, while 11 of them do not have higher education.

«Our task is to support the families of military personnel, veterans of the SMO, and provide comprehensive assistance. You understand this best of all. Therefore, it is very important for us to have people with the relevant experience in our team. We are proud of you!», - Rustam Nurgalievich has repeatedly noted.

Currently, to fill certain municipal service positions, only higher education and a certain length of service in the municipal service or work in the specialty are required. According to the new bill, for senior positions it will be sufficient to have at least one year of municipal service or at least two years of work in the specialty, and for key positions - at least one year of municipal service or at least one year of work in the specialty. In addition, candidates for positions in local government bodies of rural settlements are allowed to have secondary vocational education, which significantly expands the employment opportunities for participants in the special military operation and other applicants.

«The adoption of this bill will not only help SMO participants realize themselves in a new field, but will also generally attract personnel to the settlement level, where there is currently a shortage of qualified specialists», - noted the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin.

The bill is being prepared for submission to the Cabinet of Ministers of the Republic for further consideration by the State Council of Tatarstan.

The meeting was also attended by Rustem Nigmatzyanov, the winner of the selection of the republican program «Batyrlar. Heroes of Tatarstan», assigned to the Ministry.
