Today, a round table dedicated to the 25th anniversary of the formation of the justices of the peace of the Republic of Tatarstan was held in the State Council. The Chairman of the State Council Farid Mukhametshin congratulated judges, employees of the apparatus justices of the peace, veterans and representatives of the judicial community on the anniversary of the department and the professional holiday, which is celebrated on September 8.
«It is symbolic that the ceremonial event is taking place in the parliament building, - Farid Mukhametshin emphasized, addressing the participants of the round table, - right here, within the walls of the State Council, in accordance with the Constitution of the Republic, that the procedure for vesting powers in justices of the peace, their election and the ceremonial presentation of certificates is ensured». The head of the parliament thanked the judges, employees of the apparatus, veterans of the justices of the peace of Tatarstan for the high responsibility and professionalism demonstrated throughout all these years.
The Chairman of the State Council recalled that the Institute of justices of the peace in Tatarstan was established in 1999 on the basis of the republican law on justices of the peace, which determined the procedure for the creation and abolition of judicial districts and the position of justices of the peace. «Over two and a half decades, justices of the peace has taken a worthy place in the judicial system of the republic, gained experience and became one of the most sought-after institutions of justice, - Farid Mukhametshin emphasized. - Efficiency, high quality of justice administration, accessibility and openness have become the distinctive professional qualities of the Tatarstan corps of justices of the peace. It can be rightly asserted that the justices of the peace of Tatarstan is celebrating its quarter-century anniversary with significant results».
According to Farid Mukhametshin, an important area of activity of the state authorities of the republic all these years has been and remains the material and technical support of the activities of justices of the peace of the republic. For these purposes, more than 900 million rubles are allocated annually from the republic's budget for salaries, advanced training of justices of the peace and employees of their offices, retraining of newly appointed justices of the peace, capital and current repairs of buildings and premises. This year alone, the amount of funding approved was 993 million rubles.
Separately, the head of parliament drew attention to the close interaction that has developed between the State Council and the judicial system in the sphere of justices of the peace. «All the amendments to the legislation adopted over these years were aimed at strengthening the status of justices of the peace and improving their work, - Farid Mukhametshin noted. - The administration of justice is a very difficult, intense, extremely responsible job. It requires deep knowledge, composure, competence, and a high procedural culture. It requires being a positive example in work, and simply in life - judges are always looked at especially closely. Therefore, a great responsibility lies on your shoulders. It is you, the servants of Themis, who stand in defense of the rights and freedoms of man and citizen. It is you who have been given special powers by the state, and the quality of justice and the authority of the judiciary in the country depend on your work, moral principles and understanding of the importance of your mission».
Farid Mukhametshin also conveyed words of greeting on behalf of the Rais of the Republic, Rustam Minnikhanov. «The institution of justices of the peace, revived in our republic a quarter of a century ago, has become the most important link in the state structure for ensuring the constitutional right of citizens to judicial protection, - says the greeting of the Rais of the Republic, which was read out by the head of parliament. - Its successful formation and development is an example of the fruitful implementation of the federal judicial reform. Justices of the peace of Tatarstan consider over 70% of all court cases in the republic. This is a colossal workload, which you cope with impeccably, demonstrating the highest professionalism, responsibility and loyalty to the principles of justice. I am grateful to you for your conscientious work and contribution to the development of the judicial system. May your activities continue to serve the triumph of justice and the rule of law».
Welcoming the audience, the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin noted that in just 25 years, justices of the peace of the republic have considered more than 10 million cases. Moreover, the workload of justices of the peace only increases from year to year. Thus, last year alone, more than 870 thousand cases were considered. «Today, 190 judicial districts are located in 71 buildings. Each judicial district accounts for more than 180 square meters. According to this indicator, Tatarstan occupies a leading position among the regions of the Volga Federal District», - said Rustem Zagidullin.
The Chairman of the Supreme Court of the Republic of Tatarstan Azat Gilmutdinov delivered a welcoming speech to his colleagues. «A quarter of a century ago, a major step was taken to reform the judicial system, aimed at bringing justice as close as possible to citizens. Justices of the peace consider a huge array of civil, administrative and criminal cases. They are often the first link that a citizen encounters in seeking protection of their rights, - Azat Gilmutdinov noted. - People's faith in justice and the law depends on their professionalism, humanity and impartiality».
On behalf of the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Chief Federal Inspector for the Republic of Tatarstan Viktor Demidov congratulated the justices of the peace on this significant event. «Trust in the institutions of state power of our Russian state, including the role of the justice of the peace, depends on the quality of the judicial system, - Viktor Demidov emphasized. - The justice of the peace implements the largest volume of judicial decisions in our republic. The attitude towards state institutions depends on both the quality and the impeccability of the judicial decisions made. On this wonderful, solemn day, I would like to wish all judges of our republic to make legal, fair and impeccable judicial decisions».
