On August 26, 2022, the Law of the Republic of Tatarstan No. 45-ZRT dated July 25, 2022 "On Amendments to Articles 32 and 32.1 of the Land Code of the Republic of Tatarstan" comes into force.

 

Law No. 45-ZRT, in particular, clarified that land plots from lands in state or municipal ownership are provided (transferred) free of charge to citizens with three or more children permanently residing in the territory of the Republic of Tatarstan, if such citizens have been permanently residing in the territory of the Republic of Tatarstan for five years, prior to the day of filing an application for the provision of a land plot, and are registered as those in need of residential premises provided under social employment contracts.

 

Citizens with three or more children are considered to meet this requirement if at least one of the parents or the only parent has lived in the territory of the Republic of Tatarstan for five years preceding the day of filing an application for the provision of a land plot.

 

Additionally, it is established that in order to make a decision on inclusion in the lists, the applicant must submit, among other things, a document confirming that the applicant is registered as a person in need of housing provided under a social employment contract, and a court decision on establishing the fact of the applicant's permanent residence in the territory of the Republic of Tatarstan for five years, prior to the day of filing an application for the provision of a land plot (if the applicant's passport does not contain a note on his registration at his place of residence in the territory of the Republic of Tatarstan for five years preceding the day of filing an application for the provision of a land plot).

 

At the same time, it is clarified that the supporting document is requested by the authorized local self-government authority independently, if the applicant has not submitted it on his own initiative. Notification of citizens about the refusal to include them in the lists is carried out no later than seven days from the date of adoption by the authorized local self-government body of the relevant decision by registered letter with a notification of delivery or by handing them a notice under signature.
